Sir,
In compliance with the request convey-
ed to me in your letter No.461 of the 5th.inst.:-
to proceed to Shanghai and place the money order office
there on a thoroughly satisfactory basis, I have the
honour to report that I left here at daylight on the 81
inst.in the S.S."Malta" and arrived at that port on
the morning of the 11th.and returned yesterday by the
S.S."Tonkin":
II commenced work on the morning of
arrival and found Mr.G.. Rose (whose services have
been. dispensed with on the 23rd. inst) in charge of the
money order office. I regret that Mr.Solly did not in-
form me on arrival that there was no likelihood of
Mr.Rose being permanently retained in the Service, as
otherwise my stay at Shanghai could havebeen curtailed
by a week had I instructed Mr.Dalieto also on my arriv-
al.The latter officer is now carrying out the duties
of money order clerk and I have found him very paİNS-
taking and careful in his new duties. I had only four
days to guide him before my departure but I think he
kcows more than Mr.Rose.
I respectfully suggest that it would
be to the interests of the Department if he could be
induced to stay there permanently.Mr.Solly however, is
also acquainted with the working of the money order
system as I explained everything to him as well as to
Mr.Rose.
I found that only two books were kept
